Provide a way to edit a layer partially

It is currently almost impossible to edit a layer when it contains a large number of features, mainly because edition requires to display a lot of additional elements like vertices, handles to move segments, etc. It should be possible to only edit the currently visualized zone or to edit using a tiled approach like we do for visualisation.
