This PR introduces a schema specific to notification polling as well as quality of life improvements like fetching court policy documents with the ipfs feature in the graph to query the court human readable names and policies directly from a graph query.
I am recreating some previous work which I misplaced, still syncing the subgraph so it should meet the minimum features required for the notification system.
Future notification features can include notifications for winning / losing and rewards / losses. Moreover, if users miss the commit phase action, then further notifications to reveal their vote should not be sent.
