Do not cleanup gh_tar temporary file after installing process fishish

**Problem Statement**
If a subsequent step commits all changes in the current directory, it may unintentionally include the gh_tar file installed by the actions-setup-gh-cli action.

Cleanup `gh_tar` once finish installing
