Rust log does not work under jni/spark interface

When I use spark-shell to debug lance-jni, I found RUST_LOG=debug does not work (no logs are printed)

I have used com.lancedb.lance.file.LanceFileReader, this does not task effect

This can be reproduced by run

cd java
export LANCE_LOG=DEBUG
export RUST_LOG=DEBUG
./mvnw clean test > results.txt

We cannot find any rust log in results.txt

I have found the reason, and I will submit a PR later.

I also reproduced, yes, it really does not print debugging logs produced by Rust.

But, I remember it worked before.
