This would actually be pretty amazing. Since 3.0 the render distance of NPC's is extremely low and for some reason textures are tied to the player camera so any assets in the distance have extremely low textures loaded in until you get very very close and its quite jarring.
I'm not sure, maybe someone who actually knows a thing or two about Unity could suggest something. I'll leave this issue open in case anyone wants to contribute.
