Add Vizard Broadcast

Add support for Vizard's broadcast mode. It'll allow for the visualization to run 'open loop' where Vizard hiccup or accidental closure wont break the running simulation.


This feature is already supported in AVSLab/Basilisk and I'm looking to port the feature over.
