PROOF-ANALYSIS.md: page actions stay in investigation. Need second non-Bengal reference before any page_actions() macro.

Goal

Complete proof analysis and publish recipe guidance if current primitives suffice.

Tasks

• Analyze whether current primitives split ownership vs actually fail for page actions.
• Document recipe using command_bar, dropdown_menu, btn, slots on page_header.
• Record decision in docs/reference-implementations/PROOF-ANALYSIS.md.
• Do NOT add page_actions() macro unless second reference impl repeats same gap.

Acceptance

• Guidance doc exists; proof analysis row updated.
• No unauthorized public API per PROOF-ANALYSIS Non-Authorizations.
