Call me a philologist, but I think it is strictly better to phrase the sentence as indicated in my revision. Best is more subjective and could imply that it is fun and as any experienced developer knows debugging can be one of the most stressful, if not nerve-wracking parts of the process. In spite of that, no one can discount its importance in creating quality code.
