Deprecate bbolt database

Bbolt is now end of life in LND. We should make sure that new nodes cannot start with the bbolt option after LND release v0.20.0.

The default database for LND should be Sqlite and any new nodes being initiated should start with Sqlite backend as default.

I think this issue should be dependent on #9861 ? Like shouldn't we want #9861 fixed for a release to get some wide testing before depreciating bbolt as the default?

We are targeting the deprecation with version 0.20.0, which is expected to have both the Payments and Graph data stores migrated to native SQL schema.

Additionally, at this stage I believe its relatively risk-free to stop new nodes from being initiated on bbolt as:

• potential performance issues are observed on relatively older nodes with a lot of historical data in the tables not new nodes
• we need to stop further proliferation of nodes with bbolt db to avoid data migration headaches down the line for them
