Ability to Create Outcomes from Table View

Currently, the only way to create new outcomes is in map view. It would be helpful to be able to create new outcomes in table view. Like creating a new file in the file tree in VS Code.

Second that request - switching back to map, finding the parent outcome and adding a child is painfully slow.
