Updates to "locally building the documentation" guide #1062

The wiki article on building the documentation locally has been updated to use virtualenv, which should be much more robust and should allow the guide to be following on any *nix system (Ubuntu, Debian, Mint, Redhat, Fedora, Mac OS X, etc).

Can some people please take a few moments to test out the new guide on their operating system of choice and report back any issues or notes about the guide?

Also, if anyone has access to Windows, and wouldn't mind letting me know any Windows-specific steps requires, that would be much appreciated. Thanks all!
