Describe the solution you'd like

Release notes for each gitstream/rules-engine version.

We can see new tags being pushed regularly to https://hub.docker.com/r/gitstream/rules-engine/tags, but we can't see what's actually in these versions.

We incrementally update the version used for security reasons, but ideally we would have some way of knowing whether it's worth updating, i.e. what will we get if we do update.

I see there is a feature announcements issue, but I can see this hasn't been updated since January.

We can also review the commits to main, but the tags seem to be updated more frequently than we can see these commits
