Create GBFS sync for pricing plans and vehicle types

Create Lime pricing plan for discounted usage.

We're going to skip procedural sync of pricing plans, since we have a limited use case right now. We need to build the discounted pricing plan in bootstrap or wherever makes sense (maybe should do a find/create in the vehicle sync?), and all vehicles should use that.
