[FEATURE REQUEST] enable/disable a rule

There are some rules that I want to enable only selectively. This prevents conflicts (not just between rules, but also with other apps), keeps things clean, and preserves performance. It's also useful for testing.

Current workaround

To disable:

1. Note them down somewhere else
2. Delete the rule
3. I need to remember where I had put them

To re-enable:

1. Find where I had put them
2. Manually copy and paste into the app
