This has two notable benefits:
-Allows grenade highlighting to function properly after scanning protocol is used; enemies are currently highlighted with the same effect AoE targeting uses which means it's difficult to tell when enemies are targeted in ambiguous situations.
-Makes civilians easier to see in fog of war. Scanning protocol does highlight civilians but seems to also apply the fog dimming so they're disproportionately obscured.
