build(deps): bump http-cache-semantics and cnpm

Removes [http-cache-semantics](https://github.com/kornelski/http-cache-semantics). It's no longer used after updating ancestor dependency [cnpm](https://github.com/cnpm/cnpm). These dependencies need to be updated together.
