Generally upgrade libs

Aleph probably needs an upgrade to patch up security issues in older libs.

This might be kind of a difficult project. I gave this a try before and found that upgrading seems to have broken the Devise SAML authentication functionality.

We ran into some issues internally because of tight timelines, and the fact that this was deployed on ECS, which internally became legacy. Once we port Aleph's deployment fully to Kubernetes, we'll work on this more.
