Clean up logging

The logging is currently a mess. Would like to go through and decide what should be logged, make the logging easier to understand, etc. Will also be nice to have logging separate from PowerSystems/PSID logging when running on HPC for ease of understanding.

PSY's logging control is done at the global level. I.e., it will be connected to your logging statements later unless you send the script logs to a different logger.

PSID's logs are implemented in a separate logger so we only need to set the kwargs properly.

To fix the PSID logging issue you need to implement a function that wraps the PSY system calls and redirect the logger. See this discussion Sienna-Platform/PowerSystems.jl#829. Something like this:

function node_load_system(inputs...)
     logger = configure_logging(file_mode = Logging.Info, console_mode = Logging.Error)
     Logging.with_logger(logger) do
       sys = PSY.System(inputs...)
    finally
        close(logger)
        return sys
    end
 end

We should ask in the PowerSystems slack channel if this doesn't work.
