Use of 'latex' command results in 4 pages file

I've tried to generate 'programming-arcana.dvi' by 'latex' command shell. Expected to see full book.

After cloning git repository, and running in terminal:
latex programming-arcana.tex

I've got 4 pages dvi file.

[pdfTeX, Version 3.14159265-2.6-1.40.19 (TeX Live 2019/dev/Debian)]

I've also tried to generate the book with LaTeXila (3.22.0) gui app - the same effect with the same file.

It would be really nice to have ready-to-read release in git repository - as I haven't seen the book anywhere else available.
