[FEATURE] Support numpy v 2

At the moment the C code is written using numpy < 2 APIs - due to which the library cannot be released for numpy>2

This task will look at re-implementing/porting the code such that it compiles on numpy>2

It would be good to explore whether both numpy v1x and v2x could be supported from the same library package

When you build wheels for your package using a NumPy 2.x version at build time, those will work with NumPy 1.xx.

@masadcv Would you be willing to switch the build process to use Numpy 2 so that it can be compatible at runtime with Numpy 1/2?

This project is a dependency of monailabel and the core monai now supports Numpy 2 to be used as of Project-MONAI/MONAI@2e391c8.

@masadcv 3D Slicer’s latest preview build now runs Python 3.12 and bundles numpy 2 by default. This application uses monailabel which lists numpymaxflow as a dependency. Will you be supporting numpy 2 in your package now that Slicer as well as monai core and monailabel support it?
