Add a ?percent Command

This would work with the matchfilter but it would be 2 matchfilters basically. Something like ?percent lina where firstblood, which would get all the games where i play lina and out of those it would tell me how often i get firstblood for example.

This is much more doable with slash commands, because 2 matchfilter arguments would be much easier to implement in this way.
