[chrome] Cross-fork attribution not working

If I am opening a PR from mine/agentblame to mesa-dot-dev/agentblame, for example #33 , attribution does not load automatically. I believe this is likely because the extension is only loading notes from the SOURCE repo (mesa-dot-dev/agentblame), but as an external developer, I can (or, should) only be allowed to push attribution data to my own repo. (This may require merging two separate agentblame databases?)

There was huge change across the board in AgentBlame 2.0 to 3.0. Sincerely appreciate if you can retry this on agentblame 3.0 and let us know
