Automatically grant consent upon workspace creation

Currently, when a workspace template is created and its associated Azure Active Directory (AAD) app registration is generated, admin consent for the app registration needs to be granted manually. It creates friction for users who expect the workspace setup to be fully automated.

Describe the solution you'd like
I would like the system to automatically grant admin consent for the AAD app registration during the creation of a workspace template. This can be achieved by integrating the admin consent process into the workspace deployment pipeline, ensuring that all necessary permissions are approved without requiring manual intervention.
