Foundry Hosted Agent responses are rendered weirdly

Describe the bug

When you locally run a Foundry hosted agent and you invoke via the aspire dashboard, you get a response that overflows the response window:

The problem is output is displayed in FluentUI's default message box. It doesn't support Markdown content well. Aspire dashboard should add a new message box implementation that can handle markdown.

I think this should be fixed. However, 13.3 adds the concept of return values. Foundary should switch to returning content using that API. It's a much better user experience.
