Add support for /dev/null

Seems like we could add support for almost all uses of /dev/null with this in the installer (ignore errors when creating C:\dev, don't remove C:\dev if it existed on uninstall (or ever?)

While I can see how this project needs to implement globbing, because PowerShell and CMD are popular and don't support it, I have a feeling that supporting /dev/null is a bit of a stretch. It's not even a Windows path to begin with. So, if anything, I think it should be the shell which translates it.

I think this feature requires some POSIX path environments like MSYS2.
