Describe the feature you'd like supported

The bpf program context header is 64 bytes (with two used so far for tail call and context descriptor pointers).

We should have a documented plan for how the context header is used and how to use additional bytes of header.

Proposed solution

Develop & document extensibility plan for remaining context header bytes.
