Add `Adaptive_RIFLA` to completions and project json when ready

Once the Adaptive_RIFLA profile is ready for more mainstream use, we should add it to completions (source/language_service/src/completion/qsharp.rs) and the project json (source/vscode/qsharp.schema.json).
