Description

@sean-mcmanus

See the VS bug at https://developercommunity.visualstudio.com/t/C-Call-Hierarchy-will-randomly-fail-in/10422105 .

Doing call hierarchy on a function that has an inactive definition may (randomly) give the results using the inactive definition instead of the active one.
