TERMINAL Character breaks: PANEL (right click) > Panel Position > Right, Split terminal, move lower terminal to upper breaks characters #241642

Does this issue occur when all extensions are disabled?: Yes/No

Steps to Reproduce:

right click on the terminal panel

click Panel Position > Right: Then you can move bottom panel to the right

Split current terminal into two.
Move the bottom splitted terminal to the top by dragging lower one to up.

Now the upper terminal looks weird.

This happens for both of windows and ubuntu OS.

Fixed in Insiders. Ready to released to February 2025.
