Sync engine fails with incorrect decryption

Description:

Upon adding a personal access token the sync engine only reports Error syncing org repos for provider github: Incorrect decryption. Error in get_access_token - Incorrect decryption..

It never recovers from it, but I can't tell how the systems end up in this state.
The only solution I've found so far is wipe all data and start fresh, but that isn't sustainable obviously.

Expected behavior:

Sync works and continues to work ;)

Actual behavior:

Error in get_access_token - Incorrect decryption.
Error syncing org repos for provider github: Incorrect decryption.
Error in get_access_token - Incorrect decryption.

Server Setup Information:

• Operating System: Linux x86
• Deployment Method: Docker in ECS with a RDS Postgres instance
