Drop support for Python < 3.10 #12

Motivations:

In less than a month we will be in 2025
Python 3.10 was released in 2021
FreeCAD 1.0 was released with python 3.12 by default
Better typing
This fcapi project is very new, there are no old workbenches using it. So it is expected that new workbenches and extensions use current versions of python instead of ancient ones.
