ci: build windows release binaries and make the accessible via a script

Currently we don't push our windows binaries anywhere except attaching them to the GH release. We also dont have an installer script for windows yet.

we no longer have iroh binaries, but do have doctor and dumbpipe to cover (sendme already is)
