Make limit lines available in view mode

Is your feature request related to a problem? Please describe.
Limit lines should be easier to enable in plots.

1. Users should be able to enable limit lines temporarily without going into edit mode
2. This capability should be available from the plot view of telemetry objects as well. It should not be necessary to create an overlay plot in order to view limit lines.

100% agreement with this. Let's add this as a local control next to the hash lines toggle.
