Allow more flexible notes, similar to Resources module

The Organizations module should provide the same notes features as the Resources module has. If all the modules are combined into a single installation (as is hoped for in the near future), the notes code and even database tables could be shared among various modules. But this issue could also be resolved by duplicating the notes logic and database tables from the Organizations module into the Resources module.
