This is not a problem. When NetBox starts with an empty database it check if the tables exists. That's what you are seeing in the PostgreSQL logs. The first start takes longer because all the migrations need to be run. An explanation on how to increase the time before the container is marked as unhealthy can be found here: https://github.com/netbox-community/netbox-docker/blob/release/docker-compose.override.yml.example
