Move python environment management to `uv`

Consider moving python management to uv instead of pipx/poetry. Aligns with scilpy.

For anyone following this issue, there is not much to switch nf-neuro to uv :

• Use their procedure to seed the initial container
• Switch the pyproject.toml to uv from poetry
• Adjust the .devcontainer files record its environment in a volume
