v3.0.0

Big update, including, among others, support for core-rs-albatross and Albatross
transactions, also staking transactions, compatitibility updates for Nimiq Ledger
app 2.0, dependency updates etc.
Nimiq Ledger app versions before 2.0, legacy transactions and core-ja are still
supported for now, but the API now defaults to Albatross.
