[API] Configurable device polling interval

Add a setting or API endpoint to configure the device polling interval.

Can be changed in the profile settings

GET /api/polling-interval
PUT /api/polling-interval
Note: changing will NOT have effect on already connected equipment (same behavior as NINA)
