Add/Update subdirectory README files

@mlasky reviewed my work and pointed out that the file structure of this repo is much easier to understand with READMEs at the subdirectory level. There is an outdated README.txt in the data directory, and other subdirectories are missing READMEs. These would be helpful for anyone diving into the code, so they should be added and updated where appropriate.
