Basic support for Noctalia v5 on halley.
Only the bar itself works fine on halley, but the panels/popups are non-interactable. Can't open settings due to non-interactable dropdown panel menu
Motivation / use case
Halley is pretty solid despite being new, it can probably be daily-driven if in a user's use-case they dont encounter bugs that majorly affect usage of Halley.
I myself am going to be switching to Halley once the bugs that are currently there in my experience get fixed, and Noctalia has been so far the best shell-layer experience I can find that doesnt require a bit of setting up to get things running.
Proposed solution
Basic support for Noctalia v5 would be enough.
Alternatives considered
Using waybar, has the important bits and pieces i'd need to operate my system. Though lacks a lot of what Noctalia offers out of the box. Especially the part where it can auto-hide

not sure if noctalia is supposed to be desktop agnostic, but i figure i can try opening this to see if anything happens... hopefully
