Starters - Updating dependencies

The issue with the starters related to updating the dependencies is that we need/should deploy each starter to local Openshift (CRC) to see if it still work.

So yeah, that is not just clicking on the merge button.

In the past using Travis + oc cluster up (let's say... a small version of Openshift) we could test those PRs by deploying the app on Travis.

But with Openshift v4 the thing turns bigger and AFAIK we can't run Github actions.
