WriteValue: No Load/Save possible if Format Descriptor was read

Describe the bug

To Reproduce
Steps to reproduce the behavior:

1. Connect to a BLE Device that allows writing to a Characteristic with a 2904 - Format Descriptor
2. Click on the Write Icon. The Popup allows Loading/Saving of predefined values:
   
3. Read the Format Descriptor of the Characterstic (utf-8 in this case)
4. Click on the Write Icon. The Popup now only contains a value field:
   

Expected behavior
The expected bahaviour is that the after reading the format the dialog still allows loading and saving of the values

You may disable the "predefined" formats by disabling "Parse known characteristics" option in the menu. With it disabled, you'll always get the 1st dialog for all characteristics and descriptors.

The "Value" dialog appeared, as the format read from Format Descriptor specifies UTF-8.

I do understand this. but the value dialog should be also allow to load/save values. The best usability would be if the options would be filtered to only show saves that match the format type

Yeah.. I guess the assumption was, that writing a string or a value using a custom dialog is easy-enough not to have the Save available. On the contrary, writing bytes each time is unbearable.

But I get your point :)

I'm adding it to our backlog, but can't promise any resolution date.
