Open/Save not working on macOS Sequoia

I can't open any files on macOS Sequoia - the button does not work and there's no info in the log file. In principle, I can open files using open -a IQmol.app but still, I can't save anything.

I think this is due to Apple tightening restrictions on using unsigned apps in Sequoia. Information on the web is a bit scant, but suggests the only way around this to for me to pay $99/year for a developer membership to get IQmol signed, which seems unreasonable for an open source package.
