Elect compute committees for current and next epoch

Currently we elect new compute committees at the start of every epoch. This introduces a problem that nodes need time to switch to be in the committee and generates an empty runtime block on every epoch transition (because the committee is not known until the transition happens).

This should be changed so that the committee for both the current and the next epoch are always elected and no epoch transition runtime blocks are emitted.
