We define TLS parroting as the ability to "parrot" the TLS handshake of popular browsers. We want to use TLS parroting for performing measurements. We want to use TLS parroting to communicate with the OONI backend servers.

See #1444 for a concrete example of why parroting helps with data quality and to avoid being accidentally blocked.
