measurement design: run baseline measurements from probes in uncensored regions

In my experiments with OONI data, I am considering using all OONI measurements on a given day for a certain target as a baseline for the given target.

For anything that's in the country list this works great, because we have plenty of measurements from many different uncensored vantage points. However, for anything that is only in the country specific lists, we are not collecting measurements from all the countries, but only from the country for which that specific list pertains to.

My proposal is therefore that we consider making some adjustments to the prioritisation logic such that if a probe is from a vantage point where we have very good coverage, we may as well use that probe to collect also some baseline measurements and serve it also URLs from the country lists.

Some experimentation and research should be done to figure out what "vantage point where we have very good coverage" and "URLs from the country lists" mean exactly.
