Alert: Show a diagnostics tab

Describe the bug
In some rare cases, the offsets for some alerts are far behind in the queue. This results in users not getting alerts in real time.

Expected behavior
Show a diagnostics tab on the alert details page with the following:

• Button to sync the offset for the alerts to prioritise the alert events
  API: /api/v1/events/subscriptions/name/{name}/syncOffset
  METHOD: PUT
• Show some alert diagnostic info to display the current and total offsets
  API: /api/v1/events/subscriptions/name/{name}/diagnosticInfo
