Feature request: Add the possibility to automatically shut down the machine when not in use #309

Given the global focus on energy conservation to reduce the impact of climate change please consider adding a feature that would shutdown unused systems. A potential workflow can be:

  1. User reserves a provisions a machine via orthos
  2. Orthos sends an email notification to user after an arbitrary time frame after provisioning (e.g 7 days) asking if the machine is still in use, giving a grace period (e.g. 48h) with a possibility to extend its use for short (1 week), medium (1 month) or longer (3 month) time (finite values only)
  3. If a user didn't take action during the grace period the machine is shut down but not returned to the pool (to prevent data loss).

The setting should probably be configurable on admin level - so it would only be applicable to a shared pool of machines, that are not expected to be running 24x7.
