Option to choose default N/S and E/W for coordinates

OCNA will need "W" to be the default for longitude.

A configuration option is required for it.

small idea: if I remember well we have a node default coords - in my opinion it should set based on this setting.

This is important but not necessary for ocna migration.
We have chunk for cords input and it should be modified.

Actually, this is important for OCNA migration because, while latitude is North, all longitudes are West. Forcing them to manually change everytime from E to W is not a user friendly idea.
