Describe the bug
Job reaches back up limit before CNPG database is ready

To Reproduce
Steps to reproduce the behavior:

1. Create a set of k8s yaml files that include a CNPG database and OpenDCS
2. Apply
3. Expect Job to fail several times while the database cluster is created
4. See error

Expected behavior
Operator should wait for defined secret to be ready before even creating the job.
